yes and yes! 3rd seatbelt was an option for all early cars ('70-'72) (/6 and /4) ... later cars don't have the mounting holes/threads anymore. rare, very nice find. a keeper for sure!!! did it also come with the seat cushion ???? as for the center vent, yes, early /4 had that, early /6 did not ... i always likes the extra vent, unfortunately, my 911 dash was not set up for it so i had to "delete" the vent ... nice find on the seatbelts!
