It seems my hex wrenches are either one size smaller
or bigger than what is need to remove the bolt that holds
the foglight to the body of the car. So what size is needed?

While we are at it how is the upper chrome trim removed
from the back window, you know the part the goes across
the targa bar??

The chrome bar is pulled off. Just grab it and pull. That is aftr you remove the two side trim pieces. You do have those off,Correct??
Very easy.
