is it nessecary to cut out a section out of 1\4 to get to theese areas to weld in patches- inner fender by battery tray is wrotted longs by behind jackplate need patched i thought i saw some pics were section of 1\4 was removed to get to this any pics would help

The jack plate it welded on top of the outer long, then the sill is welded on top of that.
To do it right, you need to at least remove that section of the sill so you can get to the top flange of the jack plate. It can be done without removing the rear 1/4, or even a section of it. It all depends upon your skill and patience with a welder. The inner fender and long can be done without removing the rear quarter also...its alot easier with it removed, but then you need to butt weld the fender back on, and hammer weld that so its smooth.
