Is there supposed to be a rubber seal between the lens cover and the body? Working on my new 914 and the passenger side lens doesn't seem to fit snug but the drivers side does, neither has a rubber seal but it kinda looks like there should be one.

Yes, there should be one and I believe AA is the only place that makes them (IMG:style_emoticons/default/sad.gif)
