Is there a way to set up a choke on dual weber 40mm's.

Some of them. There is a gold plate on the side held on by two screws. You take that plate off and bolt on the choke actuators. Then attach a pull cable to the actuators that you can pull from the cabin.

There are some IDFs that aren't set up for chokes at all. Once you pull off the gold cover, you will either see a completely solid aluminum 'wall' or you'll see two large openings with brass plungers in them. The carbs that have the brass plungers are 'choke-able'.
