Do I need to have the stub axles in and torqued to move the car around without hurting the bearings? Not towing just rolling it a bit.

Without the stub axle in place you will find out VERY QUICKLY how good your bearings really are. They can fail just by rolling it a couple of inches and it will be apparent right away.
