 Rust in the seams, what is the best way to address this |

I'm not sure how to address this rust in the seam.
Should I use something like Metal Ready? If I do use Metal Ready would it need to be rinsed or Neutralized? Attached image(s)

Mechanically clean first. Poke with small screwdriver
Look under the hood in this area. Under the hood seals and to the right and back from the master cylinder I bet it's a lot worse than you think |
