I'm not sure how to address this rust in the seam.
Should I use something like Metal Ready?
If I do use Metal Ready would it need to be rinsed or Neutralized?

If we talk about ALL the seams... The best way would be to acid dip the car and then primer dip the car... Not the easiest or cheapest thing to do... (IMG:style_emoticons/default/sad.gif)
