I was thinking this part that sits in a foam housing, has something to do with the trans, but not entirely sure?

What is it called?

California and Maryland cars had them to monitor the mileage to tell the dash light to come on to check the cat converter. Not needed if converter is removed. Just run straight speedo cable like early cars.
