Have'nt spoken to Pelican, but they show sets of flares as being on inventory. Does anybody have a set kicking around in their garage that they've changed their mind about and want to sell ?

Those wrinkles can probably be worked out easily. The metal has been gathered up as part of the forming process. If the wrinkles are not too pronounced, you can weld the flare in place, and then use many lite hits with a body hammer backed up by a dolly to shrink the ruffled metal down. A wood mallet would be a better choice than a body hammer for someone who has not done this before.
