Are the 5 lug rear rotors supposed to use the 2 small screws to mount them to the hub or does the wheel just hold them to the hub?

I believe it is easier to set the pad distance with the countersunk screw holding the rotor tight to the hub. The other option is to put spacers on a couple of the hub bolts and snug up a couple lug nuts.
