Are the 5 lug rear rotors supposed to use the 2 small screws to mount them to the hub or does the wheel just hold them to the hub?

I had the same problem with the screw holes in the rotor not lining up with the tapped screw holes in the hub. I drilled and tapped the hubs, instead of just drilling new holes in the rotors. I figured I would need new rotors before new hubs.
