i will be replacing the Sail Cloth and was wondering what grit to sand the paint to make sure the glue sticks the best. also,what kind of glue should i use?

Having built an endless amount of plastic laminate countertops, I can agree with weldwood cement is the same formula as the professional contact cements I've used for over 50 years. When you touch it with your finger, and the glue does not stick to the finger, it's ready to stick. If it's the least bit gooey and you stick it the glue will not dry and does not adhere properly.
