It’s a roll bar. It can handle the weight of the car. I saw the aftermath of one that rolled down an embankment. The front windshield was smashed down to the height of the targa bar, but the targa bar was unscathed except for the edges were a little rounded. In the late 70’s and early 80’s, I used to cruise the avenue. We would sit on the targa bar, eat a burger and watch the cars go by. I miss those days!!
