Should the inside of the windshield wiper mount be splined? If not, is the position maintained only by the friction pressure from the nut?

Seems like there's a chance it could flop around a bit and lose position without a spline fit.

There are no splines on the wiper arm. As mentioned, it is a softer metal and the splines on the drive shaft 'dig in' a little to hold it in place.
Did you check the splines on the shaft to make sure they weren't 'filled in'? Might need a pick to clean them out.
It is also possible that the wiper arms have been reamed out over the years with being too loose and will never tighten down properly.
May be time for some 'new' wiper arms.
