Weber recommends using a manometer to synchronize multiple carbs. I have been running Weber carbs for many years and used a Uni Syn and recently have been using a snail. Seems to get things close, but never exact spot on. I can get good starting, idling, pulling, top end, but have a small hiccup sometimes.

I am unsure how the vacuum tubes will connect to either 40 IDF or 40 IDT carbs

A manometer isn’t going to give you any fundamentally different info vs the snail.

Manometer use is more common on multi cylinder motorcycles and there is usually a port for each carb. You can modify IDF to have a vacuum port on each barrel but they are not set up that way by default.

Your hiccups are likely from ignition issues. What distributor are you using? If I recall you were using an old school 009 mechanical advance. Those are notorious for flat spots and hiccups . . . I used to use one. I eventually had to recurve mine . . . And even then it wasn’t perfect.
