Is there a way to get the seat to move forward, since the handle is snapped off without removing the seat, at least till I can get another one put in?

If it is mostly forward and will not come off the rails there is a limit spring that must be lifted to continue forward off the rails
If it is still rearward and will not move forward with the broken handle part lifted you've probably got a lot of rust/corrosion on the rails.
Keep the broken handle part lifted and get brutal on the back of the seat. (IMG:style_emoticons/default/sad.gif)
