Is there a way to get the seat to move forward, since the handle is snapped off without removing the seat, at least till I can get another one put in?

None of those issues.
I did spray some PB Blaster as best I could in case it's a rust issue?

Is there a spring strip in one channel that would help release it??

Remove the four bolts that attach the seat frame to the hinges and take the seat out of the car.
Turn it upside down where everything is more accesably. Slide the frame off the rails. Clean and lube the rails on the seat and the froction surfaces on the frame.
