Hey guys missing the first 2 fuses on my 74. What are the first 2 used for and what size should the be?

Sorry to revive an old thread, but if I am running the Euro (h3 bulb) fog lights, should I switch my fuse to a 16A fuse as stated in the UK/French owner's manual vs 8A for the optional US fog lights that used a overpowered what looks like a parking light bulb?
Edit: Nevermind I figured it out. I found my owner's manual for my 74 and the fog light fuse is supposed to be 16A for my year. Disregard.
