Need to determine what is missing the fuel or the spark

That plug on the bottom has previously fired as witnessed by carbon on threads and residue on electrodes but it also looks extremely lean.

If I were betting I’d put money on a clogged injector but you need to verify what’s missing and not trust a hunch.
