For the vast majority of accidents, there won't be a roof cave-in, and the harness is safer than the typical stock belt. They aren't used on production vehicles due to cost and they are a bit of a pain to get into for the average consumer. Interesting to see the statistics at NHTSA show that there isn't too much of a difference between deaths where a restraint was used (41%) and was not used (59%).
