A little background ... my tins are not rusty, but the PO repainted them and they look a bit DIY. Thus, I'd like to get them powder coated before reinstalling the rebuilt motor (while I have them out).

Is sandblasting the best way to prep tin for power coating?

Are there other methods that are just as effective that I could do myself to avoid the cost of having them sandblasted?

I did some searching and it looks like others used solvent and then soap and water?
