I am assembly IDTP carburetors. I have trumpets (aka velocity stacks) and also boats (bottom air cleaner connecting piece). Are they both meant to be used at the same time?

If so, how do you tighten the nut (8mm ATF)? I don't see room to get any conventional wrench or socket on there. Is there a special tool required?

I'm probably missing something obvious. Top is what I understand to the be stacking order. Below an example of where the nuts need to go.
