I want to build an engine out of this on a buget. The only tools I don't have is a tig, money and a mill.

1 set 2.0 914 heads with wasted plug holes, failed heili coils
1 set 2.0 914 heads year missmatch on the vent breather holes one with one without.
1 set 1.7 914 heads matched pair
1 set of 96mm p/c's that have not seen action since the 80's
1 set of 2.0 p/c's spec out good
1 set of 1.7 p/c's spec out good
1 wasted 2.0 short block with .25 play in #3 rod, not cracked
2 1.7 cases
1 1.8 case
1 wasted 2.0 short
2 sets of 2.0 valves
Bearings and rings for all
1 new scat cam/lifters and 911 rocker adjusters.

Correct me if I'm wrong but , from the heading on your post and the list of parts, you really have nothing ( no offense, just an observation). there are some parts in your list that you would be able to sell to raise money for other parts. 2.0 core heads are worth about $150-250 a pair depending on condition

The only parts that will get you close is the 1.7 stuff, but there's no crank or rods.

Remember this, build it with junk and you'll get junk back.

Even the cheapest rebuild is giong to run you about 1K(and definetly more) by the time you get all machining done( yes it's nessacary) and buy all the relpacement parts.

you might be better off finding a used, running engine. If anything, that will give you a good core for a rebuild.

I have
1 good 66mm cranks, no scoreing mic'd out good
1 set of 1.7 rods, low miles and good condition with new nuts
2 good cases, no worpage and cleaned spotless
1 2.0 flywheel, kinda crusty
1 1.7 flywheel, kinda crusty
1 set of p/c's 1.7, 2.0 and 96's that seem to be in good condition.
1 pair of early HE good condition
1 set of new hydrolic lifter springs

With the same cam (scat c25 http://www.vwspeedshop.com/camchart.htm )being used with dual 40 webers
Is it worth it to go for a 1911 or make a 1.7.
And is it a huge diff of power with 2.0 heads from the 1.7.

1.7L case, 2.0L crank and rods, 96 pistons & cylinders, 2.0L heads, scat cam & lifters ...

sell the rest and make this a nice 2056 ... slap on dual 44 IDFs and if you do it right, you'll get some 115 or so HP out of that engine and it should last long enough to have some fun with it ...
