That looks a lot like the old flex fans that were all the rage back in the ‘70s. I wonder if it’s an answer to problem that didn’t exist or if they’ve so badly modified the thing that it has epic cooling problems…

It looks to me that it has a stock fan and that's just an electric rad fan.

Maybe the entire top of the engine compartment is sealed except for the fan input and the fan acts as a air pressure booster to increase HP. ie., a poor man's turbo.
