The first is on the drivers side longitudinal I bought from a local guy but ultimately from Restoration Design there are two a few nuts welded on the inside of the panel. The passenger side does not seem to have them. I just can't remember what they are for or if I had them before. I need to cut the panel to put it in so I want to get them in the right place. Here they are on a photo from the inside.

The second is does anyone have an improved replacement for the heater tubes? I have seen them discussed but have never seen the replacement. Mine are reusable but if there are better options I am interested.

Pretty sure the nuts are for securing the rocker covers.

That does make sense though my rocker covers(I assume they are after market) do not have holes on the bottom. Thanks for the help!

the nuts are for securing the outer rocker panel to the long. i have found the best option on the heater tubes is to wash them with soap and water GENTLY, let them dry and reuse. they are NLA as far as i know and used ones in decent shape are $$$$

I believe the heater tubes are the same used on the 911 thru 1989 and some 356s
I have seen them available for about $200 a piece

I have brand new heater tubes available. $110

http://www.restoration-design.com/store/product/PP213B

I have them in the 911 products, but they fit 356 and 914. The caps come with but not glued on because all three models vary in length.
