I understand that the California SMOG laws will be changing as of tomorrow.
I understand that they will be testing the charcoal canisters and such?

Does anyone have any more information on this?

Currently, smog inspections are required for all vehicles except diesel powered vehicles, electric, natural gas powered vehicles over 14,000 lbs, hybrids, motorcycles, trailers, or vehicles 1975 and older.

While "exempt" cars in California are still required to have all the original emissions equipment, and it is supposed to be in good working order, they're exempt from annual inspection. If your car has to be tested, you MUST have everything specified for the car, and it MUST all be functional. The new testing that begins tomorrow affects OBD2 cars. If you have one of those, it'll be tested with the new equipment. If you don't know what OBD2 is, your car is probably too old. The Cap'n
