Is the auxiliary air valve powered by a keyed 12v source? I know it is pin 12 (on the 12 pin connector) on the relay board, but is that a keyed 12 volt source.

It is powered by the fuel pump relay.

Yes, there should be a white wire coming off your relay board harness.

No it is powered when the fuel pump relay closes which is controlled by the FI system. There is a terminal on the relay board (T-1) that can be grounded that will close the fuel pump relay when the key is on but this is not the same as a "keyed 12V source"
