Do I need to have the stub axles in and torqued to move the car around without hurting the bearings? Not towing just rolling it a bit.

Yes.
You don't have to go crazy torquing them exactly to spec, but the stub axles have to be there to keep the bearing from separating...

You'll probably be OK with rolling it around short distances.

Depends on how much you're willing to risk "probably OK".

Without the stub axle in place you will find out VERY QUICKLY how good your bearings really are. They can fail just by rolling it a couple of inches and it will be apparent right away.

That's what I thought - I saw a friend of mine roll his old GTI maybe 5 feet without the stubs and both front wheel bearings were killed. Hard to believe 5 feet would do that - of course those cars were very hard on front wheel bearings. I will be reinstalling the stubs before any moving takes place.
