Assuming similarly prepared cars (mods, tires) it would depend greatly on the RX-7. A first generation 100hp RX-7 weighing 2400 pounds would lose every time. One of the later 182hp Turbo RX-7s would probably kick the 914's butt on long courses with straight sections. A 914-4 might still win on a tight course.
