Now, I was thinking of cutting the engine shelf on either side of the suspension ear, then drill out the spot-welds.

Then I was going to drill out the spot-welds on the ear.

My biggest concern is the piece that attaches to the ear on the outside, see underneath shot. What should I do here, grind down the patch work, then post the evidence?

Also, this ear appears to be very solidly attached to the car, should I repair now or wait?

Finally, what dimensions should I measure before removal?

Has anyone, besides Brad, completed this repair successfully?
