I have a set of rear Koni 1722 shocks I took off of my car. When I push the rod in the shocks it stays. I'm used to gas shocks pushing the rod back out. I'm guessing they are hydraulic or are they both bad?

They dampen - they don't push back out like a gas shock.

As you articulate the rod, and depending upon where you have adjusted them, you should feel resistance.
