Just got the word from some buds at SEMA, Gov. Arnold signed the A.B. 2683 into law. All Cali. vehicles 1976-up will be tested every two years for LIFE on Cali's rolling smog dyno--No Exemptions even when the car reaches its 30 year anniv. I think this means that 1975 will be the last exempt year (?).
This is making me wonder what Arnold has done to his chances of becoming re-elected. I bet it's even pissed off Jay Leno ! (IMG:style_emoticons/default/sad.gif)
We will live to fight another day.

I'm not feeling too sorry for you. In Arizona they require ANNUAL testing for all cars 1967 or newer. And on older cars, registration renews January each year. I just got my '74 through testing last week, and will have to do it all over again in January. Every two years sounds good to me.

Hard to believe someone actually threatened the life of the Assemblyperson who authored the bill; now she has 24/7 CHP protection!

Hey, I have one of those rare 76 cars! It doesn't have the smog crap, big bumpers,late HE's or other stuff either as I swapped it.

Did they even sell the 76 cars in Europe, Jeroen?

AFAIK the '76 cars were all for the US market
IIRC the 924 was introduced in '76 here

AZ is still very leniant on the smog compared to California's old rules.
I was really surprised that my 914 registered as a 75 car passed smog in AZ with a 2.7 webers and headers.
The only thing they cared about was the CO and the gas cap gasket.
I did have to lean the carbs out though to get it to pass.

My car sat in storage in Cal for almost 10 years until they came out with the 30 year thing.
With the new law if you have a 76 or newer vehicle it goes by the year of the motor or the year of the car whichever is newer.
Which means engine swaps will have to have all smog equipment on them including the catalytic converter, since California started Cat and smog in the 75 model year.
I think 76 914's just dramatically dropped in value in Ca.

Thanks goodness my car is a 75 so I barely made the new cut off.

Especially when some dork bumps into your car in a parking lot.
That's why there is so many dented up chrome bumpers out there.

Who cares about the weight when you have a 3.2 in the engine compartment!!

Wasn't there some change in wording in the new law vs. the old that changed the exempt cars to being completely exempt vs. just exempt from testing? (before, we didn't have to pass the test, but technically had to keep everything stock including all smog equipment... technically making v8 conversions and even carb/megasquirt conversions illegal)

I, now, have a 76 2.0L. I am happy with it. It passes smog and is a sweet ride.

I am going through withdrawals since the mechanic has the dang thing locked up in his shop. Why do mechanics need to sleep anyway?

Partly. There's a clause in the new law that states that if you have your 35-year-old or older car registered as a collector car, you only have to pass the tailpipe test, not the visual. They'll still check the gas cap and for fuel leaks, but as long as you're OK there and pass the tailpipe test, you'll pass. No more worry about non-functioning air pumps or EGR valves, etc.

The law references a line in the CVC defining "collector car", but none of the online versions of the CVC include that definition, which makes me think it's fairly new. I believe it will probably require special insurance, with mileage limits. The intent is this is supposed to be a shine-and-show car, not a daily driver.

Okay, I didn't like smog testing my 1973 914 any more than the next guy, but how about a law that makes sense: (IMG:style_emoticons/default/chairfall.gif)

-Test everything post 1965, or 1967, or 1973, or 1975. (I don't care, pick a year.)

THEN:

-Install a 30-year rolling exemption for the VISUAL portion of the test only.

-All cars must pass at the pipe, but the standard is relaxed enough to simply separate the wheat from the chaff (i.e. well maintained cars that are in tune -- and perhaps modified a bit -- but getting older with usage from the real gross polluters).

If it passes at the pipe, it's clean enough. This way, we keep the "good" cars while eliminating the big-time offenders.

Just my worthless input as a single taxpayer plebian.

So you're saying that my 1973 2.2 four banger with Webers will have to pass a tailpipe test? If so how strict will the tailpipe test be? I think a lot of people might be screwed here. Oh well. He will be running for President soon as soon as they chang that law.
