I have gas shooting up and onto the raintray from my webber 40IDFs. Is this a float problem?

I have a rotary pump for CBP for carbs with a regulator set for 2.5lbs.

I had a major leak like that with my Webers ,it was this little plug on the carb body that fell out, I found where it dropped and put it back in.
