My engine tin is missing this grommet (part # ?) Would it make a difference to the cooling?

That's the plug for the hole shown in the original post's photo. There's one hole there, where you see in the photo, and another one on the front part of that same piece of engine tin.

In asnwer to your question, yes it will affect cooling. The plugs shown above should be used (2 of them).

Yes and you want to put that missing cheese head screw in also, eliminate the air gap.
