Did ’70 914-6 have tilting seat brackets with the handles? If so were the handles on the outside?

yes on the driver side...passenger was a fixed seat

Yeah, passengers seat didn't move.. It is part of the backpad and the bottom was bolted to the floor
You have to love the dog bone foot rest that was supposed to help keep the passenger
in place.....

During the 80's and 90's a lot of the seats got upgraded to the late seat and the late back pad. Even the doors got changed out to the later ones because of the POOR window mech problems. Late seat belts were installed too.
