I was thinking this part that sits in a foam housing, has something to do with the trans, but not entirely sure?

What is it called?

It is a mileage counter that trips the EGR light every 15K miles or maybe it is 30K miles. The light is to remind you to have the EGR system checked and or serviced.

Speedo cable from the trans connects to one side and the shorter cable in your picture goes to the speedo.
