That's a UK registration
Q plates are usually issued for kit cars that are built up without a donor vehicle for the majority of the components I.e. you have a kit car with an engine from here, gearbox from there or say the car has been imported and the age of the car cannot be proved My black 914 was a CA car and came with some of its U.S. paperwork, therefore age could be proved and DVLC issued it with an age related plate (KVW 214 N). The faceless DVLC official issuing the plate must have been a VW fan and known who built the car as there is no way the selected plate was a random fluke (shame KVW 914 N had been issued previously as that would have been really cool). The N signifies year As soon as you see a car with a Q plate walk away and (IMG:style_emoticons/default/av-943.gif) (IMG:style_emoticons/default/icon8.gif) (IMG:style_emoticons/default/screwy.gif) (IMG:style_emoticons/default/wacko.gif) (IMG:style_emoticons/default/lol-2.gif) ...it's a bitsa and 9.5x out of 10 built by a muppet If I had to lay money down, I would say this is a Covin http://www.covin.co.uk I've seen a couple many years ago and even at 10 yards they can be deceptive.
