i pushed the cable thru the hole in bracket on the swing arm and am holding it in place with the C CLIP but it is sloppy loose. is there supposed to be a washer or something between C CLIP and bracket?

There suppose to be a rubber boot there. Don't know if that would improve the sloppyiness.

my eye sight sucks, maybe i have the c clip on the wrong area of the cable end?

It should be quite tight. Otherwise, it will wiggle loose.
