Is this the correct orientation for the cold start valve and the AAR valve intake?

Are there suppose to be 2 gaskets for this assembly?

Does the fuel supply for the cold start valve come from the center port of the 1 & 2 cylinder fuel rail which would be plugged in say a 1.7L engine?
