The Tall is 2ltr Fuch, the middle is Riv's, what is the short one for? I'm not sure where they came from?

Steel wheel, the base 914 came with a steel wheel is the lug the same as on the bug?

Nope, the lugs are all the same unless it was the Fuchs.
