What's the thread size on the rear bumper tow hook ? And, is it threaded the same as the spare tire hold down ?

That sounds right to me. As far as I know it's the same size as the tire hold down.
Try the tire hold down bolt in the screw hole

If you want a functional tow hook you can buy an industrial eye bolt for about $10. Not correct for the tool kit but much stronger than the original soft steel tow hook.
