Looking for best place to find this hose. Not sure what it does and what the part that it attaches to. Also, the top half had no clamp, but the lower part has a clamp. Is this correct. Thank you all.

It's a heater blower hose. It connects to the blower and helps push hot air into the cabin (ever so gently). The clamp helps hold it on to the blower.
