I just got a email from Paypal stating that a buyer from my auction used someone else's credit card. How the fuck can someone do this? Why am I responsible?

I jumped through all of PayPal's hoops to become an "international verified" member but I still don't have a confirmed address and I don't know how to get one. I think it's just discrimination against us Canadians. (IMG:style_emoticons/default/finger.gif)
