Changing oil after car has sat for 30 yrs. I have some APCO synthetic graphite 10-40 oil. Should I use it in the crankcase?

Also, two hoses are coming from the oil strainer cap. Not sure where they go. (Up). Nut is stripped on strainer. Can I remove hoses? they appear to be vents for emission control.
