Anyone know how steering wheel circumference is measured?

Ie sparco, momo, grant, etc list measurements as 330mm or 350mm. Is this outside to outside, or centre to centre?

I have a Momo Fighter...it's 350mm (13.8") in diameter.

BAD-ASS wheel BTW. Driving it for 4-5 weeks, and then going to a car with a stock wheel felt like I was driving a bus or something.
