do I need to remove the vinyl off the flange piece or keep it on to attach the chrome horizontal piece of chrome? How many clips are needed to attach the chrome? How do you put on the chrome piece?

Take it off. The clips attach to steel not vinyl. 3 clips total. (IMG:style_emoticons/default/beerchug.gif)
