When upgrading to the 8mm studs are people having to ream out the rocker shaft and blocks slightly to have them fit?

Some of my rockers assemblies fit and some are tight and don't.

Yes, just find the same size drill bit and ream it through several times.

Ream it with the mount block and shaft together. It will still be tight.
