Good observation Dave, maybe the original mars red paint? Someone earl schemed it and we are calling the color MUD red!!!!

That looks like they just drilled out the factory spotwelds that were connecting the seat crossmember to the long.

that has not been welded, it is where the spot welds for the cross member have been drilled out

just gives you an idea that the factory did not coat the bare metal before welding pieces onto it
