They're probably made up one-offs
Early 914 4 centers jigged and welded to Chevy or whatever rims.
Not for the weight conscious but a great look as seen today among the Early S crowd.

Easy way to choose width and offset

John is a fine art photographer and I think he was a factory Porsche driver back in the day.

i knew that might me the case... what i love about them is the deep dish look. since most of the wheels available for the non flared body are basically flush with the fender

and your also spot on about the chevy part - i have seen this look on 55's and some early 50 fords painted black or red with a small chrome cap to hid the wheel nuts.

any idea on wheels are are not custom fabricated that achieve this look????

Having custom backspaced Steele’s made is very common in the street rod world, especially around you in CA. https://www.wheelvintiques.com For instance. Not expensive either.

When the wheels were painted body color with small hubcaps it was often on the least expensive models.
In the hotrod / muscle car world they are known as dog dish or poverty
hubcaps.
